About Us

The Tahoe Truckee Homeless Action Coalition (TTHAC) brings together local government, nonprofits, healthcare providers, faith and business organizations, a community foundation, library and community members to expand solutions for our neighbors experiencing homelessness and housing insecurity.

We are committed to moving from planning into action—creating services and housing solutions that meet people where they are, with dignity and support.

TTHAC is a regional coalition formed to create and implement the 2025 Tahoe Truckee Homeless Action Plan. Our work is guided by the belief that homelessness is a community-wide issue that requires a coordinated response.

We focus on:

  • Collaboration – Aligning agencies, service providers, local government and residents for a common purpose.
  • Action – Creating new and expanding existing services and models that fit our community and meet immediate and long-term needs.
  • Equity – Ensuring services are accessible, inclusive, and tailored to diverse needs.
  • Sustainability – Building long-term strategies backed by stable funding and community support.
  • Community—Bringing community and those with lived experience into the discussions and planning process.

The Tahoe Truckee Homeless Action Coalition includes members from public agencies, nonprofits, and community organizations committed to improving outcomes for the unhoused in the region. Coalition members also directly or indirectly provide services to people experiencing homelessness or at risk of homelessness.

Our Priorities

Our work is grounded in the 2025 Tahoe Truckee Regional Homeless Action Plan, which outlines a clear roadmap for addressing homelessness in our region. While the plan covers many areas, TTHAC has identified four immediate priorities that will guide our work in the coming years:

  1. Crisis Stabilization Services – Establishing a pilot Navigation Center with interim beds and day services.
  2. Permanent Housing with Support – Increasing local housing options paired with supportive services.
  3. Community Engagement – Creating opportunities for public input, storytelling, and volunteer involvement.
  4. Funding and Partnerships – Securing public and private resources to sustain services year-round.

These priorities balance urgent needs of housing people this winter with long-term strategies to expand housing and strengthen our community response to homelessness. The Action Plan is both a strategic guide and an aspirational framework built on best practices—one that challenges us to align our ambitions with the realities of available resources and sustainable funding.

Crisis Stabilization Services

TTHAC’s first priority is to create a pilot Navigation Center that offers both day services and a small number of interim beds. This model provides a safe place for people to stabilize, connect with case managers, and access essential resources like showers, meals, and healthcare referrals. By piloting a scaled-down version in 2025/26, we can test what works in Tahoe-Truckee, while building momentum for longer-term solutions.

Permanent Housing with Support

Ending homelessness requires more than temporary shelter—it means expanding permanent housing options paired with services. TTHAC works to support efforts to increase the number of supportive housing units available in our region. These homes provide immediate stability, while wraparound services (such as counseling, healthcare, and employment support) help residents maintain housing long-term.

Community Engagement

Homelessness is not solved by any one agency or program—it requires a whole community effort. TTHAC hosts public meetings, listening sessions, and opportunities for storytelling to ensure that solutions reflect real needs. We are committed to building trust, reducing stigma, and involving residents, businesses, and people with lived experience in every step of the process.

Funding and Partnerships

Sustainable funding is essential for lasting solutions. TTHAC is actively pursuing a blend of public and private resources, from local government allocations to grants, philanthropy, and community donations. At the same time, we are building strong partnerships across agencies—including healthcare, faith groups, and service providers—to maximize impact of our work and avoid duplicated effort. Together, we can build a system that is both effective and financially stable.

Current Inventory of Permanent Supportive Housing in the Region

14 Units: Built and occupied
Recently the region opened its first permanent supportive housing. The 14-unit complex in Kings Beach, located at the eastern end of Placer County, is home to 14 previously unhoused residents, includes services, and is operated and managed by staff from AMI Housing, a local nonprofit group that has deep experience working on permanent supportive housing projects for homeless clientele in the region. 10 Units: In the works, set to open in 2026
Pacific Crest Commons is a 54-unit affordable housing project currently under construction in Truckee, located at the corner of Donner Pass Road and Highway 267. Set to open in the late fall of 2026, Pacific Crest Commons will add 10 additional permanent supportive housing units to the regional inventory.

Services & Local Resources

  • North Tahoe-Truckee Homeless Services, a program of AMI Housing, offers services in the Tahoe Truckee area, including case management, housing support, and street outreach services.
    • Learn more about their programs here.
  • Call 211 Connecting Point at 2-1-1 or 833-DIAL211 (833-342-5211). Provides referrals to emergency shelter as well as additional resources, including food, healthcare, transportation, legal assistance, and more. Callers can choose to be included on a centralized housing assistance list.
